| 摘 要： | 广州市大学生参加城镇居民基本医疗保险工程启动后,作为该制度受益人的首批学生参保反应消极。该文在问卷调查的基础上分析得出：对我国医保制度了解不深是阻碍大学生医保工作推进的主要原因,医保制度在设计上与学生的诉求反差大、操作上不明朗、宣传上不及时是学生参保消极的重要原因。大学生基本医疗保险制度亟待完善。
