| 摘 要： | 针对西部地区土地资源开发利用中存在的矛盾和问题，认为应在开展西部地区土地资源调查的基础上。制定土地开发利用总体规划，进行土地持续利用评价，力求保持耕地总量动态平衡。同时，要加大地土地整治工作力度。并继续深化农村土地使用制度改革。

| Abstract: | Aiming at the contradiction and problem of land utilization in western region,we think it is important to work out general plan of land development and utilization,wage assessment of sustained land utilization and manage to keep the dynamic balance of the cultivated land quantity on the basis of land resource' s reasearching.At the same time,we should enhance land' s arrangement and continue deepening the reforn of land utilization system in countryside. |
