论预防权力腐败的主要难题

反腐倡廉的核心问题就是规范权力运行，防止权力腐败。对权力运行实施全方位、全过程监督非常重要，但至今仍是一个远未解决的重大难题。当前预防权力腐败的主要难题，一是难以实现权力运行主体同权力所有主体的良性互动；二是难以合理规范可操作的各种“自由裁量权”的幅度；三是难以有效预防权力“辐射性”腐败；四是难以及时发现和查处“期权腐败”；五是难以阻止和杜绝“亚腐败”的蔓延。
