| 摘 要： | 政府科技管理活动遵循公共管理的规律。从公共管理的角度分析，政府科技管理应当在行政体系、市场体系和社会资源等三个维度上考虑定位，在宏观、中观和微观三个层面上确定管理内容，依据不同区域的资源禀赋突出地方特色。

public managementtheories,the governments' S&T Administration should rationalize its activities with relationship of governance,
market system and socialresources. The content ofthe administration should consist of differentlevels. The provincial governments'
S&T administration should be of vivid characteristics in accordance with localresources. |
