| 摘 要： | 森林碳汇市场的形成经历了自愿行动、试验交易、经验总结和强化认识以及规范、发展等四个阶段.自从它形成之后,国内外的学者纷纷对其进行研究,他们发现计量体系不完善、相关市场制度和规则不完善、法制不完善、市场信息的难以获得以及较高的交易成本等因素阻碍了中国森林碳汇市场的发展.文章建议通过建立控制温室气体排放的强制性政策、建立统一的森林碳汇计量体系和标准、制订相应的法规条例、加强对森林碳汇理论的宣传和研究以及降低交易成本等措施来促进中国森林碳汇市场的发展.
