| 摘 要： | 在以明晰产权为主体的集体林权制度改革之后,推动林权流转,可以加速实现林权所有人的效用和收益,促使生产要素的配置由低效率向高效率方向流动.林权流转的实质,就是产权优化配置的过程,即发挥林业产权的可分割性和可转让性,经由市场价格机制作用,来获得更大的效用和收益的动态过程.文章在充分诠释以林地使用权为代表的林权流转的内在机理后,结合江西集体林权制度改革后林权流转的实践,进行问题分析并提出具体的对策建议.
