| 摘 要： | 全球变暖要求全世界寻求低碳发展模式,快速城市化进程使城市成为低碳发展的核心阵地.低碳发展规划是实现城市低碳发展的关键.文章根据城市低碳发展的内涵,从城市碳源、碳流、碳汇低碳化的角度提出城市低碳发展规划的重点领域:能源结构、产业、交通系统、建筑以及森林等植被碳汇,在此基础上,构建城市低碳发展规划技术框架及指标体系.

| Abstract: | Low carbon development planning is critical for Chinese cities to achieve low carbon development under the pressure of global climate change.Based on the analysis of the connotation of low carbon development of the cities,this paper puts forward the planning principles and framework of the low carbon development of cities.And the planning index system is also provided. |
