虚拟机构实体化中的职能转换——关于中小城市开发区建制的深层次思考

中小城市开发区经历了20多年蓬勃发展,在为国家和地方经济建设做出巨大贡献的同时,所衍生出很多问题也值得重视。在众多的问题中,关于开发区管理体制是最为核心与敏感的问题。作者以当前中小城市开发区面临的困难与问题入手,着重阐述了开发区权属实体化的必要性与权属实体化之后的绩效,以期找到地方开发区管理体制创新的路径。
