| 摘 要： | 本文从批驳“农地产权制度改革的根本在于土地国有或私有”这一误区着手,详细分析产权制度与所有权制度对土地资源配置效率的影响程度的差异,进而指出提高产权运行效率的关键在于建立合理且有保障的农地产权制度,即在不改变土地集体所有制下,完善土地承包经营权,以此来提高土地配置效率。

| Abstract: | This article starts with refuting the misunderstanding that the reform of the agrarian land property right roots in land nationalization or privately owned. And it analyzes in detail the different effects on the efficiency of land utilization between the agrarian property - right system and ownership. Then, the author points out the key to improve the efficiency of property - right motion consists in establishing reasonable agrarian land property - right system that is also guaranteed. Namely, it persists in collective ownership of land, perfect contract responsibility system in order to improve the efficiency. |
