| 摘 要： | “政府失败”（Government Failure）是以布坎南为代表的公共学派在分析市场经济条件下政府干预行为局限性或非市场缺陷时所涉及的一个主题，也是公共选择理论的一个核心论题。公共学派关于非市场缺陷以及政府失败问题的分析，对于我们处理好政府与市场的关系，合理界定、发挥或转变政府职能，完善宏观调控的机制及手段，具有理论借鉴和现实意义。
