非基本公共服务业发展的宏观经济效应分析——以北京健康医疗与教育培训行业为例

非基本公共服务业是面向国内需求、以提升居民生活质量和职业发展能力为目的、主要由消费者自行购买的服务业。研究发现,发展非基本公共服务业有助于实现内需升级、增加就业吸纳和经济转型。目前北京发展非基本公共服务业适逢其时,但户籍制度、投融资体制、社会心理和技术标准等是其阻碍因素。因此,应该从制度层面取消户籍制度内涵的垄断性福利、消除商业银行对民营资本的歧视性惜贷、改变目前的二元就业体制以及建立非基本公共服务行业中介组织和技术服务标准,推进非基本公共服务业大力发展。

Macroeconomic Effects of Non-Basic Public Service Industry Development --Taking Beijing＇s Healthy Medical and Education Training Services as an Example

The non-basic public service industries are for the domestic demand, for the purpose of enhancing the quality of living and career development capacity and purchased by the consumers themselves. The development of non-basic public service industries contributes to domestic demand upgrading, employment absorption increasing and economic restructuring. Beijing is in the right time for the development of non-essential public services. But the household registration system, the investment and financing systems, socio- psychological and technical standards are the obstacles. Therefore, it should be to remove the monopoly benefits contacted by household registration system, eliminate the discriminatory credit crunch of commercial banks to private capital, change the current system of dual employment and establish intermediary organizations and technical service standards to promote non-basic public services development from the system level.
