| Abstract: | As an international tourism island under construction, Hainan is badly in need of top-qualities talents. It is argued that, to speed up the construction of intemational tourism island, Hainan＇s provincial government may adopt the capital inflow of the public finance and coordinate resources from universities, governments and enterprises, aiming to establish a new talent training model for tourism, to accelerate the internalization of talent training, and to enhance the competitiveness of the talents |
