新型城镇化背景下提升农民工社会保障水平的路径选择

提升农民工社会保障水平,确保农民工享受应有的养老、医疗、社会救助等基本公共服务,能够有效提高我国新型城镇化建设质量。新型城镇化对农民工社会保障的规模、结构、效能提出了新的要求,而现实中农民工社会保障水平与之相差甚远,究其原因在于农民工自身需求能力不足、政府企业供给职责缺位、财力匮乏、社会保障制度固化以及立法滞后方面的局限。应提升农民工社会保障需求主体参保能力,强化农民工社会保障供给主体供保责任,优化农民工社会保障外在环境。

The Path Selection of Enhancing Social Security Level of Migrant Workers Under the Background of New Urbanization

Enhancing the social security level of migrant workers, and ensuring the basic public services such as pension, medical treatment and social assistance that are deserved by migrant workers, can help to improve the new urbanization quality of China effectively. New requirements of the scale, structure and efficiency for migrant workers＇ social guarantee have been proposed by the new urbanization, however, the actual social security level for migrant workers is far from accomplishment, the reasons of which lie in the insufficient self-demand capacity of migrant workers, the responsibility absence of governments and enterprises, the lack of finance, the solidification of social security system, and the limitation of legislation laggardness. Taking these aspects into consideration, relent countermeasures shall be proposed from the perspective of interest-related persons, so as to become the new path of enhancing social security level of migrant workers in the new urbanization process.
