| 摘 要： | 从渔业发展看，渔业产业结构优化是其主要内容，而渔业结构政策对渔业产业结构的优化有着重要的作用。渔业结构的合理化和高级化是渔业结构优化的两个重要内容。本文以美国和日本为例，对渔业结构的合理化主要从对资源的合理利用和可持续发展两个角度进行说明；渔业结构的高级化主要从技术结构的高级化考察两国的渔业结构政策，并对我国渔业结构政策提出了启示。

| Abstract: | The industrial structure and the policy is very important to the industry development. Looking from the fishery development, the fishery industrial structure optimization is its main content, but the fishery structure policy plays the vital role to the fishery industrial structure optimization. The fishery structure rationalization and its high-level am two important contents which the fishery structure optimizes. This thesis took US and Japan as an example, mainly from two angles, and raised fishery structure policy to our country. |
