| 摘 要： | 建国以来,我国经历四次大的土地制度变革,形成了以农村土地集体所有制为主体、以家庭承包经营为基础、统分结合的双层经营体制.目前这一农村土地制度大体上适应了现阶段我国农村生产力发展的状况,但也存在着产权不清晰、权能不完整、流转不顺畅、法制不健全等突出问题.对此,必须继续深化改革,在坚持农村土地公有制的基础上,建立适应社会主义市场经济要求的农村土地制度.
