Since the beginning of 2012, Dalian＇s bill market has traded actively with an increase in banker＇s acceptances, the discount and rediscount businesses show a faster growth year-on-year, bills financing accounts for a higher proportion of all types of loans year-on- year. The speedy development of present bill business can be attributed to the comparative advantages of the business itself, and resulted from the current abundant liquidity and the business adjustment and game playing between banks and enterprises. In this process, attention must be drawn to bills financing＇s effective support to the real economy from the perspective of statistics and sticking to bills authenticity check, together with improving the internal control of banks＇ bill business. In this regard, the article suggests on how to further regulate and promote the healthy development of the bill market.
