中小企业扶持模式的国际比较

近年来越来越多的国家政府开始关注本国中小企业的发展，政府扶持和引导中小企业发展的相关制度政策日益成为推动中小企业发展的重要因素。按照扶持政策的内涵划分，国际上政府扶持中小企业的模式基本可以分为政府全面介入型、市场机制驱动型和选择性推动型三种，具体模式的选择与一国经济发展阶段及中小企业发展状况密切相关。文章结合具体国家政策实践，从组织管理、融资支持、经营指导与服务等层面介绍这几种扶持模式的成功经验，以期为我国政府扶持中小企业发展提供借鉴。

A comparison of international practices in supporting small and medium-sized enterprises

In recent years, an increasing number of governments have shown concern to the development of small and medium-sized enterprises （SMEs）. The relevant supporting measures and policies become important factors in promoting the development of SMEs. There are basically three modes of support to SMEs, namely full intervention by government, market-based mechanism driven and support on a case-by-case basis. The selection of any specific forms is closely related to the stage of economic development of a country and the status of development of SMEs. This article outlines the successful experience of the three modes of support from the perspectives of institutional management, financing support, business guidance and services having regard to the specific countries＇ policies and practices in order to provide reference to China＇s government support for the development of SMEs.
