生态城市评价体系对比与创新研究

生态城市和城市生态思想起源于工业化初期的城市发展,但生态城市和城市生态建设却一直没有融合于传统城市的发展之中,从而使城市形态远离生态健康.20世纪70年代以后,生态城市和城市生态建设成为城市发展的重要导向.在我国出现了城市生态系统研究与评价、城市生态化研究与评价、城市生态系统可持续发展评价、城市生态可持续发展能力评价以及生态城市发展研究和评价等研究热点,并衍生出不同部门、不同侧重点且带有行业特色的诸多生态城市概念,形成生态城市研究的多元化格局,也出现了生态城市管理的混乱现象.鉴于此,在对城市生态与生态城市研究及其评价体系对比研究的基础上,立足城市整体人类生态系统,以实现生态城市综合功能为目标,提出生产功能、服务功能、聚居功能、健康安全、管理与影响5个层面共15个指标的生态城市评价的创新体系.

The study on the comparison and innovation to the evaluation system of eco-cities

The thoughts on eco-city and city ecosystem originate from the urban development at the primary stage of industrialization,but the constructions of eco-city and city ecosystem have not been carried out in the traditional urban development.This has made traditional cities far from ecological and healthy status.Since 1970s,constructions of eco-city and city ecosystem have gradually developed to be main trends of urban development.Nowadays,some researches have been brought forward,such as the study and evaluations of city ecosystem,the study and evaluations of city ecological procession,sustainable development evaluations of city ecosystem,capacity evaluations of the sustainable development of city ecology,the development study and evaluations of eco-city,and so on.And so many conceptions of eco-city which are characterized by trade features with different departments and different points have been formed.This leads to the diversified study pattern of eco-city and also brings chaos to the administration of eco-city.Based on the comparative study and evaluations on urban ecosystem and eco-city and orientated on the urban total human ecosystem,this paper proposes the innovation system of city evaluation which includes 5 aspects,such as production function,service function,housing function,health and safety,and administration and affect,and 15 indicators.The target of the system is to realize the integrated function of eco-system.
