邻避冲突化解中的政治吸纳与制度嵌入

邻避冲突是由于垃圾场、高速公路、殡仪馆等公益性设施的修建所引发的、设施周边居民基于邻避情结、旨在阻挠设施修建的抗争。基于邻避决策的现状,邻避冲突的困境通常体现为非理性的邻避诉求与政府"非邻避化"的处置方式。政府与居民的互动实践表明,政治体制吸纳邻避冲突与邻避冲突的制度嵌入将有助于邻避冲突的困境化解。

Political Inclusion and System Embeddedness in the Process of Solving NIMBY Conflicts

The NIMBY conflict is a contention for the construction of the NIMBY facilities in such a way that community residents close to the NIMBY facilities ,such as waste incinerators ,speedways , funeral parlors etc .,decisively thwart the construction with the NIMBY attitude .Based on the status quo of the NIMBY decisions ,predicament of the NIMBY conflicts tends to perform in the way of irrational NIMBY appeal of residents and how the government deal with it in an un‐NIMBY way .As it shows in the actual interaction between the government and residents ,combination of political inclusion of the NIMBY conflict and embedded activism of the NIMBY conflict would contribute to dealing with the predicament of the NIMBY conflict .
