| 摘 要： | 矿难频发问题业已成为制约中国煤炭行业发展的＂毒瘤＂,必须从根本上加以解决。煤矿安全治理的3个思路是长期合约、人力资本合作投资和权力结构重置。在煤炭行业生产、经营、监管活动中只有切实从这3个方面着手,才能最大限度地减少悲剧的发生。

| Abstract: | The high frequency of coal mine＇s disaster has become the cancer of mine industry, and it should be resolved radically. This paper puts forward three methods for resolving this problem, such as ＂long time contract＂, ＂cooperation investment in human capital＂, ＂corporation power restructure＂. It is pointed out that we should follow these advices in mine industry＇s production, management and governance in order to eliminate coal mine＇s disaster radically. |
