| 摘 要： | 对于处在创业初期的中小企业，想要在激烈的市场竞争中站稳脚根并不断的成长，通过合理有效的人力资源管理与开发，使企业获得具有良好职业道德、熟练专业技术能力和积极主动工作态度并且能够与企业文化相适应的员工就显得尤为重要。这也成为中小企业所有者和管理者们在创业之初就必须要重点关注的问题。
