| 摘 要： | 政策性银行运行机制不健全，往往导致的是资金使用效率的低下和大量的资本消耗，这与新农村建设的目标不相适应。通过借鉴国外的经验，为完善农发行的运行机制提出了一些政策建议。

| Abstract: | The faulty of Policy banks operating mechanism leads to the low of the efficient use of capital and the consumption of a large number of capitals.It is incompatible with the goal of building new rural.In this paper,to improve the operational mechanism for Agricultural Development Bank made a number of policy recommendations from learning from foreign experience. |
