云南省集体林权制度改革调研报告

云南省林权改革取得了阶段性成效,其主要经验是:领导重视,高位推动;健全机构、充实人员;积极稳妥,分步实措;抓好试点,积累经验;部门配合,加强宣传;依法操作,民主决策;配套改革等。改革中有待进一步研究探讨的问题:山林纠纷与历史遗留问题;天保工程中的问题;公益林区划与补偿;自然保护区问题;移民问题等。针对问题提出了6点建议。

A Research Report on Yunnan Collective Forest Tenure Reform

Yunnan forest tenure reform has achieved initial results. Its main experiences are leaders paying attention, high promotion; sound institutions and adequacy; take practical measures actively and steadily, step-by-step; conduct experiments, accumulate experience; departments coordinate and strengthen advocacy; operate according to democratic decision-making, etc. The following needs to be further study: forest disputes and issues left over from history; problems of Natural Forest Protection Project, forest division and compensation, nature reserve, migrants. And according to the effectiveness and problems, it put forward the early development of the accompanying policies and measures for six points.
