| 摘 要： | 紧急保障措施是WTO新一轮服务贸易谈判中的三个重要议题(紧急保障措施、政府采购、补贴)之一.自上个世纪90年代以来紧急保障措施的谈判一直陷于僵局,谈判各方分歧较大.从各成员方的所处地位和利益方面对紧急保障措施陷于僵局的原因进行分析,可得出解决该问题的模式,对我国在今后积极参与谈判制定服务贸易游戏规则,维护我们的利益有一定的参考价值.

| Abstract: | Emergency safeguard measures are one of the three main issues in the new round of WTO negotiations in trade in services, the other two being government procurement and subsidy. Since 1990s, negotiations on this issue have been in deadlock, with significant differences between negotiating parties. This paper analyzes the reasons for the impasse and the position and interests of different members and finds a schema of solution. It will help China to participate positively in the negotiations and formulate rules of the game and safeguard its national interests. |
