| Abstract: | Taking China's public administration practice as a starting point. This paper basis of the general system theory of methodology to establish the whole process for settle the problem of participation decision-making, and it puts forward a set of steps of the program - standard for solving certain public administration problems, and for rational decision making and democratic development. |
