| 摘 要： | 通过对南水北调中线工程现有调水补偿政策当中存在的一些问题进行深入分析,提出从权利补偿机制、生态补偿机制和协调监督机制三个补偿机制出发以完善现有补偿制度的建议,通过提出"政府+市场+第三部门+公众"的补偿实施主体模式,尝试构建全方位、多层次的补偿制度,以解决调水过程中各方的矛盾冲突。

| Abstract: | Through thoroughly analyzing some problems existing in the compensation policy of the middle route of south-to-north water transfer project,this article proposes the suggestion about improving current compensation institution.The suggestion is considered from the three aspects of right compensation mechanism,ecological compensation mechanism and coordinated supervision mechanism.The article attempts to build an all-around multi-level compensation institution,with the proposed compensation implementing mainstay mode of "government-market-third sector-public",to solve the contradiction and conflict among all parties related to the process of water transfer. |
