摘    要:研究目的:揭示土地资源错配对新旧动能转换的作用机制和影响程度,从土地利用管理视角寻找促进新旧动能转换的突破口。研究方法:计量经济分析法。研究结果:土地资源错配通过影响产业结构升级、工业及高技术产业发展等对新旧动能转换形成作用机制,其中土地资源错配及其滞后效应对产业结构升级产生显著负向影响,对工业发展产生显著正向影响,但对高技术产业影响并不显著。研究结论:土地资源错配强化了旧动能产业结构刚性,减缓了旧动能的消退,抑制了部分新动能产业的入驻,进而影响了新旧动能转换的速度,形成了阻碍新旧动能转换的效应。

A Study on the Mechanism of Land Misallocation Hindering the New and Old Kinetic Energy Conversion
Abstract:The purpose of this paper is to find a breakthrough in promoting the New and Old Kinetic Energy Conversion (NOKEC) from the perspective of land use management by revealing the mechanism and effect of land misallocation on the NOKEC. The econometric analysis method was used. The results show that: land misallocation forms a mechanism for the NOKEC by affecting the quantitative indicators such as upgrading industrial structure, industry and high-tech industry. Land misallocation and its lagging effect have significant negative and positive impact on industrial structure upgrading and industrial development, respectively, while they have no impact on the high-tech industry. In conclusion, the land misallocation strengthens the rigidity of the old kinetic energy industrial structure, slows down the declining of the old kinetic energy and suppresses the entering of some new kinetic energy industries. In turn, it affects the speed of the conversion of new and old kinetic energy, and ultimately forms an obstruction effect on the NOKEC.
