关于诚信政府建设的法律思考

目前，政府诚信建设成为全社会关注的焦点问题。这是由于诚信政府建设是社会诚信建设的核心和关键。而要真正打造一个言而有信的诚信政府必须从三个方面进行努力：首先，必须做到有法可依，即以服务政府为指导思想，实现诚信建设法制化；其次，必须有法必依，即以法治政府为指导思想，维护诚信法制的权威；最后，必须违法必究，即以责任政府为指导思想，健全失信问责制度。

Discussion on the Legal Support for the Governmental Credit Construction

Presently,the governmental credit construction has been the issue of the whole society because the cred- it of government is critical to the social credit.To build a government with great credit,it is necessary to make effort in following three aspects:1.There must have a series of laws to be followed,i.e.,the governmental credit con- struction should have legal base which follows the idea of service government; 2.The laws must be obeyed uncondi- tionally,which means the authority of law should be adhered to the idea of law-oriented government; 3.The lawbreakers must be punished without exception,which means that we should perfect the system of punishment fol- lowing the idea of responsible government.
