高可靠性应急管理政府：借鉴与构建

在突发事件不断频发的风险社会里，构建高可靠性政府是提升政府应急管理能力的不二选择。高可靠性政府是处于警觉状态的政府，具有关注失败、反对简单化、关注运作过程、注重回应力、遵从专家意见等特质。为了提升我国政府应急管理水平，应该积极汲取西方国家高可靠性组织理论与实践经验，从树立有限理性的管理理念、向失败学习、注重即时学习能力的培养以及决策权适时地转移等维度来构建我国高可靠性政府。
