农村闲置宅基地盘活利用的嵌入性市场机制研究

研究目的：探究农村闲置宅基地（含农房）盘活利用的市场主导型实施机制结构及其嵌入性运行方式，为推进同类改革提供参考。研究方法：理论分析和多案例比较相结合。研究结果：（1）“盘活利用”是通俗的政策用语，其广义实施机制包括5个市场交易构件，即清晰界定产权、搭建交易平台、拓宽交易范围、选择长期合约及防范事后风险；（2）一些交易构件以社会嵌入方式运行，有的必然，有的或然，使闲置宅基地盘活利用市场机制具有社会嵌入性特征；（3）社会嵌入对市场机制既有促进又有制约作用，表现出明显的悖论效应。研究结论：改革实践既要通过构造5个交易构件完善农村闲置宅基地盘活利用市场结构，又要正确对待社会嵌入对盘活利用市场机制的悖论效应。

Study on the Embedding Market Mechanism of Idle Rural Residential Land Redevelopment

The purposes of this study are to explore the market-oriented implementation mechanism structure and its embedding operation mode for idle rural residential land (including rural houses) redevelopment, and to provide a reference for the promotion of similar reforms. The research method is a combination of theoretical analysis and multi-case comparison. The results show that: 1)redevelopment is a popular policy term, which can be expressed as a property rights transaction contract. In a broad sense, its implementation mechanism includes five important components, namely, clearly defining property rights, building a trading platform, broadening the scope of trading, choosing long-term contracts, and guarding against ex-post risks. 2)Certain trading components, inevitable or probable, which were operated in the way of social embeddedness, making the market mechanism of rural residential land redevelopment feature as social embeddedness. 3)Social embeddedness both promotes and restricts the market mechanism and has an obvious paradox effect. In conclusion, the reform practice should not only improve the market structure through constructing five trading components, but also correctly treat the paradoxical effect of social embeddedness on the market mechanism.
