| 摘 要： | 自2003年实施东北老工业基地振兴战略以来,东北地区的社会、经济、基础设施、生态建设、国企改革等各项事业取得了较快发展。但是,东北地区的经济发展总量在全国的地位进一步下降,国有企业体制改革、资源型城市转型等问题依然突出。在全面评估东北老工业基地振兴战略实施成效的基础上,科学分析国内外经济格局调整为东北地区振兴带来的新机遇和新挑战,并提出全面推进东北老工业基地振兴的战略:由"单项突破"转向为"全面振兴","效率"与"公平"兼顾下的区域经济均衡发展战略,"基本社会服务均等化"的区域社会发展战略以及"问题区域"的可持续发展战略。 |
