| 摘 要： | 十七大报告将民主法治建设提到了新高度,进行了系统的新概括,提出了民主法治建设的新思路。"民主"、"法治"、"法制"、"依法"、"法"等词汇,在报告中出现多达一百余次,引人关注。报告指出,"坚持依法治国基本方略,树立社会主义法治理念"、"深入开展法制宣传教育,弘扬法治精神,形成自觉守法用法的社会氛围"。这些重要概念在党的纲领性文件中出现,是继党的十五大提出"依法治国"之后,民主法制建设领域具有战略号召力的新概念,也成为十七大报告的亮点。
