“十一五”时期污染减排效果的区域比较分析

通过比较分析“十一五”时期长三角地区、泛珠三角地区、东北地区、环渤海地区四大经济圈以及东、中、西部三大经济带主要污染物的减排效果,指出经济发展水平、产业结构、环境治理投入力度、政策执行能力不同导致各地区污染减排的实际效果存在差距.总体而言,东部经济发达地区的减排效果较好,而受发展理念、发展阶段以及产业转移等因素的影响,西部地区污染减排进展相对滞后.在此基础上,提出加快产业转型升级、协调区域减排进程、改善环境质量的政策建议.

Comparative Analysis on the Regional Pollutant Reduction Effect in the11th Five-Year-Plan Period

With an overall comparative analysis on the regional pollutant reduction effect in the 11th five-year-plan period,this paper points out that the pollutant reduction effects vary in different regions mainly depending on economic development level,industrial structure,environmental investment and the capacity of policy understanding and execution.Generally speaking,the pollutant reduction effect in the eastern provinces proves to be better than that in the middle and western regions in the 11th five-year-plan period.Policy options are also raised in this paper to promote industrial upgrading and regional pollutant reduction as well as to improve the environmental quality.
