林业资源型城市经济转型扶持政策研究

资源型城市经济转型是一个巨大的系统工程,不仅要依靠资源型城市自身力量来完成,还需要中央和地方政府的有关政策扶持,林业资源型城市也不例外。论述林业资源型城市进行政策扶持的必要性。阐述一些西方国家针对不同类型的资源型城市的特点制定的一系列较为完善的扶持政策,如法国和德国主要依靠政府的干预,日本则通过产业政策对煤炭行业进行结构调整等政策促进城市经济顺利转型。在借鉴国外资源型城市转型扶持政策的基础上,提出促进黑龙江省林业资源型城市经济转型的扶持政策,即资源开发的补偿政策和衰退产业的扶持政策,及具体实施办法,以期促进林业资源型城市经济顺利转型。

Research on the Support Policies Demanded by Economic Transition of Forest Resource - based City

Economic transition of the resource- based cities is a complicated project, promotion to the transtion of the resource- based cities should not only rely on their own strength, but also need the relevant support policies of central and local governments, and forest resource- based cities are no exception. Firstly introdced that the forest resource- based cities need support policies. Secondly analyses a series of better support policies formulated by some the Western countries for resource- based cities of different types, such as, France and Germany relied mainly on government intervention, Japan promted the transtion of resource- based cities by the industrial policies of the coal industry restructuring. Finally, support policies will be offered for economic transition of the forest resource- based cities in Heilongjiang Province, on the basis of support policies formulated by some western countries for resource- based cities, namely, compensation policies of resource development and assistance policies of industry downturn, and its specific ways of implementation, and its promotion to economic transition of forest resource- based city.
