| Abstract: | Pollution-discharge right trade is the latest development and trend of environmental policy innovation, which has been used more and more by some countries and regions to solve the problem of environmental pollution. This paper analyzes the background and main obstacles of executing experimental unit of pollution-discharge right trade in Hunan province. Moreover, it raises the suggestions to develop the experimental unit of pollution-discharge right trade in Hunan on the basis of the analysis. |
