| 摘 要： | 通过福建省建阳市林业局、乡镇林业站、当地政府及不同类型的村民代表等主要相关利益者的12个小组访谈,并采用多段随机抽样方式抽取5个行政村276个农户进行问卷调查,分析了他们的利益需求取向,指出了林农在生态公益林利用与保护之间存在的主要矛盾及冲突,提出了生态公益林合理利用途径及应采取的相应保障措施。

| Abstract: | Bying interviewing with 12 groups of stakeholders, who belong to the Jianyang City Forestry Bureau of Fujian Province, Forestry Stations of townships, the local government and the representatives of various villagers, and carrying out the questionnaire surveys of 276 farm households in 5 administrative villages with the mean of multi-phase random sampling, the author identified them as the main stakeholders and analyzed their interests demand. Moreover, the principal contradiction and conflict were pointed out which foresters exist between utilization and protection of ecological public-welfare forest. Finally, the author put forward the reasonable utilization pathways and guarantee measures of ecological public-welfare forest. |
