| 摘 要： | 构建和谐社会是新时期落实科学发展观，促进我国经济社会协调发展和全面进步的重要举措。目前地方经济社会领域出现的大量矛盾和冲突形成了和谐社会建设和发展的制约因素，也凸现了政府行政能力的不足。重振和提升地方政府行政能力成为构建地方和谐社会的重要路径选择。

| Abstract: | The construction of harmonious society is the important measure to carry out scientific developmental outlooks in the new period, to promote the harmonious development in our economic society and progress in every aspect of our country. At present, local economic and social area appears a lot of contradictions and conflicts which formed constrict factors of construction and development. It also reveals the insufficiency for government administrative ability. Rebuilding and promoting the administrative ability of local government becomes the best of the construction of harmonious society. |
