广西北部湾经济区自主发展能力综合评价

北部湾经济区自主发展能力是指在一定的制度体制下,利用外部各种有利条件,结合自身内部优势发挥主观能动性进行区域创新从而提升竞争力的可持续发展能力。以北部湾经济区为切入点,从外商投资、科技进步与技术创新、环境状况、人力资源、经济效益、教育水平等方面构建广西北部湾经济区自主发展能力综合评价体系,运用因子分析法对北部湾经济区进行了评估分析。研究结果表明,北部湾经济区内六大城市自主发展能力存在发展不均衡的问题,需要在提高区域自主创新能力、加大教育投入、优化人才管理、调整产业结构、加强国内外经济合作等方面作出努力。

A Comprehensive Evaluation of Self-Development Capacity of Beibu Gulf Economic Zone of Guangxi

The self-development capacity of Beibu Gulf Economic Zone(BGEZ) is designated as the ability of sustainable development that can,within the constraint of a given system,take various external advantages and combine them with the zone’s internal strengths to promote regional innovations and enhance its competitiveness in an initiative fashion.In this paper,BGEZ was used as a vehicle to construct a comprehensive assessment system for examining the zone’s self-development capacity with an array of indicators,including foreign investment,scientific and technology progress,environmental status,human resources,economic efficiency and education level.Factor analysis was employed for the assessment.The results indicated that there existed significant uneven progress in self-development capacities among the six cities within BGEZ.Based on this finding,some relevant suggestions for policy changes were proposed,such as enhancing independent innovation capability,increasing capital investment in education,improving human resource management,adjusting industrial structure,and strengthening international cooperation.
