| 摘 要： | 通过对若干主要国家的比较研究发现,面对重大灾害事故时,工伤保险和养老保险可形成重要的、有机的应对组合,较为妥善地解决遗属的长期生活保障问题。中国可借鉴国际经验,扩大养老保险和工伤保险等社会保险的覆盖面,完善工伤保险、养老保险遗属补偿制度,明确遗属待遇是社会保障制度减灾和重大灾害事故风险补偿的重要机制之一。
