公共治理语境下的自组织及其能力增进

公共治理理论内涵着自组织治理的理念和机制.以"反思的理性"为基础的自组织治理,能够有效地弥补市场机制"形式理性"和行政机制"实质理性"的不足,有助于实现现代行政改革和创新所追寻的"善治"目标.目前存在着社会自组织能力不高、社会自治因素不完备、第三部门作为公共事务供给主体的力量相对弱小的现状,决定了我国自组织的发展路径在很大程度上是一种"受控自组织"的发展轨迹.基于此,增进自组织能力,首先需要遵循政府作为主导推动的能力建设路径;同时积极培育中间阶层、社团和社区组织;另外还要努力促进公民意识和自治精神的化育和养成.通过这些路径,势必有助于达到增进公民社会的自组织能力、促进政府行政能力与社会自治能力和谐互动和持续提升的美好愿景.
