Abstract: | The power of the multinational enterprise to influence or control the international transfer of technology over the past century has shifted from that based upon a priviledged possession of a specific intangible asset to that based on the governance of a set of interrelated activities. This changing form of economic leverage has had important consequences on both the structure of the international technology market and economic policies of home and host governments. |
