| 摘 要： | 我国农村合作金融机构存在市场定位难，股权结构不合理，民主管理原则没有真正落实，结算渠道不畅，外汇业务受限，历史遗留问题多，经营风险高和人才素质低等问题，解决上述问题，防范与处置农村合作金融机构风险，必须按规定标准与原则依法合理地进行。
