| 摘 要： | 通过分析目前项目评标过程中经常采用的几种方法，指出其中的弊端，针对需要改进的地方，提出了一种基于模糊数学的综合评价方法，根据模糊隶属度理论把定性评价转化为定量评价，解决了原有方法中定性与定量评价不能很好结合的问题，使评标方法在综合性、合理性、科学性等方面得到了改进。该模型除了适用于评价单个投标者的优劣，对多个投标方案进行择优选择外，同时在其他类似问题的评价中也有一定的推广价值。

| Abstract: | Through analyzing several now frequently utilized methods in the project bidding evaluation, and pointing out their shortcomings, this paper puts forward a comprehensive evaluation method, which is based on fuzzy mathematics theory, to transfer the qualitative evaluation to the quantitative one. This method solves the problem of combination between qualitative and quantitative evaluation existing in the original method, thus makes the evaluation method more comprehensive, rational, and scientific. At the same time, this model can also be applied to other similar evaluation issues. |
