从全面小康到共同富裕：对口支援的作用、经验与展望

全面小康、共同富裕作为抽象概念，本质上是发展主义的话题。对口支援是中国共产党创造出来的具有中国特色的政策模式。对口支援作为“先富带后富”的典型方式，通过经济发达地区对口支援和帮助欠发达地区，在中国消除绝对贫困和全面建成小康社会中发挥着重要的作用。本文研究了对口支援在全面建成小康社会中的作用与逻辑，将其视为实现共同富裕的伟大实践，进而提出了新时代对口支援的目标与价值。随着全面小康社会的建成，以全面小康为目标的对口支援将向以共同富裕为目标的对口支援转变，通过以实现人的全面发展作为终极目标、以社会主义制度优势作为价值彰显、以双循环新发展格局作为发展动力，逐步解决发展不平衡、不充分问题，最终实现全体人民共同富裕。

From Moderate Prosperity to Common Prosperity: Role,Experience and Prospect of Counterpart Assistance

Moderate prosperity and common prosperity, as abstract concepts, are essentially developmental topics. Counterpart assistance is a policy mode with Chinese characteristics created by the Communist Party of China. As a typical way of those who get rich first help and drive others to get rich later, counterpart assistance plays an important role in eliminating absolute poverty and building a moderately prosperous society in all respects through counterpart support and assistance to undeveloped areas in economically developed areas in China. This paper studies the role and logic of counterpart assistance in building a moderately prosperous society in all respects, regards it as a great practice to achieve common prosperity, and then proposes the goal and value of counterpart assistance in the new era. With the completion of a moderately prosperous society in all respects, the goal of the counterpart assistance will be transformed into achieving common prosperity, through the realization of the well-rounded human development as the ultimate goal, the superiority of socialist system as the value and dual circulation development pattern as the driving force, so as to gradually solve the problem of unbalanced and insufficient development, and ultimately achieve common prosperity for all people.
