矿业城市经济发展与资源环境的协调性分析——以河北唐山为例

以典型的矿业城市——唐山为研究对象,在全面分析城市发展消耗水平子系统、矿产资源保障能力子系统和生态环境支撑能力子系统之间的复杂耦合关系及作用机理的基础上,采用定量评价模型,对1998—2010年唐山经济发展-资源环境复合系统中各子系统的协调性进行了分析测评。结果表明:1998—2010年唐山市的矿产资源保障能力、生态环境支撑能力呈上升趋势,城市发展消耗水平呈下降态势;矿产资源保障能力、生态环境支撑能力与城市发展消耗水平的演变速度具有非同步性,其中矿产资源保障能力稳步上升、生态环境支撑能力先降后升、城市发展消耗水平持续下降;1998—2010年唐山市的经济发展与矿产资源保障能力、生态环境支撑能力的协调度均呈不断提升态势,城市经济发展与资源环境呈现出可持续发展的良好态势。最后提出:积极调整产业结构,实现资源产业链的纵深延伸,提高资源利用效率,加大生态环境的保护和治理力度,是唐山市未来发展的重要使命。

Analysis on Coordination between Economic Development and Resource ＆ Environment in Mining City：Case of Tangshan

Taking Tangshan,typical mining city, as the research object, this paper analyzes the coupling relationship among city development consumption level subsystem,mineral resource safeguard capability subsystem and ecological environment support capability subsystem,and e valuates and analyzes the coordination between three subsystems of Tangshan from 1998 to 2010 by using the quantitative analysis model. The results show as follows：during 1998-2010, in Tangshan, mineral resource safeguard capability and ecological environment support capability take on the rising trend,and city development consumption level has declined;the evolution speeds of three subsystems are not synchronized ; the co- ordination between economic development and mineral resource safeguard capability as well as ecological environment support capability have grow up,which indicates that city＇s economic development and resource and environment show good situation. Finally,it puts forward the impor- tant mission for Tangshan： adjusting industrial structure actively to realize the deep extension of resource industry chain; enhancing resource uti- lization efficiency;strengthening the protection and regulation of ecological environment.
