| 摘 要： | 法治政府作为一种理论主张和政府模式是从近代开始的，法治政府是法治国家对政府的要求，是指政府时刻受到法律约束和支配的法制建设状态，其基本特征和价值取向是有限政府、服务政府、透明政府、诚信政府、统一政府和责任政府。

| Abstract: | Legal Government,as a model of government or a theory begins on the latter-day.In nations ruled by law,their government should be on the rule of law.It means the legal construction state of government control led and dominated all the time by law.Its main characteristics and value directions should be the limited one,the service one,the transparent one,the honest one,the uniform one and the responsible one. |
