论运用产业保护措施维护我国产业安全

本文认为，我国可借鉴美日等发达国家的经验，在现有的国际规则框架内构建起有效的产业保护体系。该体系应以法律手段为主，尽可能不动用行政手段。任何产业保护措施都不能代替竞争。在竞争中增强国内产业竞争力才是维护产业安全的根本出路。

On How to Use Industrial Protection Measure to Safeguard China's Industrial Safety

The article deems that China can, by drawing lessons form experience of developed countries such as Japan and USA, construct effective industrial protection system under the current framework of international rules. The system principally relies on legal means, and does not take advantage of administrative means as far as possible. Any industrial protection measure can't replace competition, so in order to safeguard industrial safety, it is indispensable to enhance national industrial competitive power through competition.
