| 摘 要： | 在县域的空间层次如何统筹城乡发展，不同的县(市)区虽然有不同的方式与内容，但总是存在着具有共性特征的一般路径规律。该文通过对中部地区安徽省宁国市的实证分析，总结出在县域空间层次统筹城乡发展的一般路径，是“两个创新”带动“三个缩小”，即通过民间与地方政府的制度创新，缩小城乡之间的空间差、居民收入差和观念差，逐步形成城乡相融的一元化的县域经济社会新形态。

| Abstract: | There are common features to balance urban and rural development for a county, even though each county has a variety of features with respect to it. In accordance with an empirical analysis of Ning Guo City in Anhui Province, the paper presents the common way to balance urban and rural development for a county, i.e. to innovate private enterprise systems and governmental systems, to narrow space gap, income gap, and ideological difference between urban and rural areas for the purpose of a balanced economic and social society. |
