论失地农民社会保障体系的构建

随着我国经济的飞速发展和城镇化进程的加快,失地农民的基本生活保障问题已成为影响构建和谐社会的重要因素。我国存在土地征用补偿标准不合理、农村土地所有权主体模糊和政策法律的缺失等问题,致使失地农民的社会保障问题严重滞后于城镇社会保障水平。基于上述分析,建议采取完善农地交易制度并提高土地征用补偿标准,建立合理的失地农民社会保障制度的框架体系,重视和加强对失地农民的教育和职业培训,并把对失地农民的安置工作列为对各级政府政绩考核的重要内容等措施,以期推动和谐社会背景下失地农民的社会保障事业的发展。

On the Establishment of Social Security System for Farmers without Farmland
