| 摘 要： | 目前.大庆第三产业发展水平尚难以满足高科技现代化城市发展的要求,主要问题是第三产业总量相对较小.所占比重偏低;产业层次低,结构和规模不合理;市场体系不健全,难以发挥应有的牵动和辐射作用;从业人员素质不高,难以适应新形势下第三产业的需要;地区发展不平衡,农村第三产业发展较为迟缓,发育成度较低等.应解放思想,转变观念,牢牢树立科学发展观,按照经济规律办事.推进市场化改革,降低准入门槛,不设障碍,同时政府要在发展大庆第三产业组建、启动、运营和发展等各个环节给予刻意地扶持和关注.
